Youth Engagement Officer (Emergency Response)

Blind Youth Association Nepal (BYAN) is seeking a qualified, motivated, and committed Youth Engagement Officer (Emergency Response) to support the implementation of a disability inclusive emergency response initiative in Nuwakot, Rasuwa, and Dhading, Nepal.

The project will be implemented from September 2026 to February 2027 in collaboration with the National Federation of the Disabled Nepal (NFDN) and Nepal Disabled Women Association (NDWA), with support from CBM Global Disability Inclusion Nepal.

As a sub-partner, BYAN will contribute to strengthening the meaningful engagement and participation of young persons with disabilities in emergency response, with particular attention to girls and young persons with disabilities. The project will promote access to sexual and reproductive health and rights (SRHR), empowerment, information, protection, and essential services, while strengthening the capacity of frontline responders and promoting disability-inclusive emergency response practices.

Position: Youth Engagement Officer (Emergency Response)

Duty Station: Nuwakot, Nepal, with regular travel to project locations in Rasuwa and Dhading and other areas as required.

Key Responsibilities

• Coordinate and support the implementation of BYAN's activities under the disability-inclusive emergency response initiative in close coordination with NFDN, NDWA, CBM Global, local governments, and other relevant stakeholders.
• Promote meaningful participation and leadership of youth with disabilities in emergency response planning, implementation, monitoring, and advocacy.
• Engage with girls and young persons with disabilities, including those at heightened risk, and facilitate access to SRHR information and services, empowerment opportunities, protection mechanisms, and other available services and benefits.
• Support identification of barriers faced by persons with disabilities in accessing emergency services and facilitate appropriate referrals and linkages with service providers.
• Conduct or support disability inclusion orientations and awareness sessions for frontline responders, including FCHVs, health service providers, security personnel, local authorities, and other relevant actors.
• Support walk-through accessibility audits of holding centres, temporary shelters, temporary learning centres, health facilities, and other emergency response sites, and document accessibility gaps and recommendations.
• Support disability-inclusive communication and information dissemination, ensuring that emergency information and key service messages are accessible to persons with different disabilities.
• Design and implement social media and digital awareness campaigns on disability-inclusive emergency response, youth participation, SRHR, protection, accessibility, and access to services.
• Mobilize and engage youth volunteers, youth networks, disability organizations, and other community actors in emergency response-related activities.
• Support the collection of disability-disaggregated information and community feedback to identify emerging needs, barriers, risks, and gaps in emergency response services.
• Document good practices, challenges, case stories, lessons learned, and emerging evidence related to disability-inclusive emergency response and youth engagement.
• Maintain regular communication and coordination with BYAN, NFDN, NDWA, CBM Global, other project partners, local government representatives, frontline responders, and other relevant stakeholders.
• Ensure that activities are implemented in accordance with approved project plans, safeguarding and PSEAH standards, and relevant organizational policies and procedures.
• Support monitoring, reporting, documentation, accountability to affected populations, and learning related to project interventions.
• Undertake other duties relevant to the position as assigned by BYAN management.

Required Qualifications and Experience

• Bachelor's degree in Social Sciences, Development Studies, Public Health, Social Work, Disability Studies, or a related field. A Master's degree will be an advantage.
• At least 2 years of relevant professional experience in disability inclusion, youth engagement, humanitarian/emergency response, community mobilization, SRHR, protection, or related areas.
• Demonstrated understanding of disability rights, disability inclusion, and meaningful participation of persons with disabilities.
• Experience working with young persons with disabilities, girls and women with disabilities, OPDs, youth groups, or community-based organizations will be an advantage.
• Experience facilitating training and orientation sessions for government officials, frontline service providers, community workers, or other stakeholders.
• Experience in social media campaigns, digital communication, advocacy, or information dissemination will be an advantage.
• Knowledge and understanding of SRHR, safeguarding, PSEAH, protection, accessibility, and inclusive emergency response.
• Strong coordination, communication, facilitation, networking, documentation, and interpersonal skills.
• Ability to work independently and as part of a multi-stakeholder team in challenging and rapidly changing emergency contexts.
• Willingness and ability to undertake frequent field visits to project locations.
• Proficiency in written and spoken Nepali and English.

Contract Duration: September 2026 to February 2027, with the possibility of extension subject to project requirements, performance, and availability of funding.
