Position Overview

BYAN is seeking a competent and detail-oriented Project Finance and Compliance Officer to support effective financial management and ensure compliance with donor and organizational policies. The position will be responsible for managing project budgets, maintaining accurate financial records, preparing financial reports, and ensuring proper documentation of project expenditures. The Officer will also facilitate the local sub-granting mechanism, including periodic capacity enhancement support to local partners to strengthen their financial management and compliance practices. In addition, the Officer will ensure adherence to donor requirements, statutory regulations, and internal financial procedures while supporting strong internal control systems that promote transparency, accountability, and the effective use of project resources.

Key Responsibilities

Finance Responsibilities:

  • Oversee the financial management of YATRA projects, ensuring accurate accounting, proper documentation, and timely financial reporting.
  • Review, verify, and process supporting documents, including invoices, receipts, contracts, and payment vouchers, ensuring compliance with organizational policies, donor requirements, and statutory regulations.
  • Ensure strict adherence to donor rules, organizational financial procedures, and relevant laws, promoting transparency and accountability in all financial operations.
  • Manage petty cash, staff reimbursements, and project-specific financial transactions, with proper documentation and approval workflows.
  • Assist in project budgeting, forecasting, financial planning, and revision of budgets as required, ensuring alignment with project goals and compliance requirements.
  • Maintain accurate financial records, ledgers, and documentation to support internal and external audits.
  • Monitor project expenditures closely, including field-level expenses, and provide recommendations for efficient and compliant resource utilization.
  • Conduct regular checks and field visits to ensure proper financial practices are followed at the program level and that field finances are accurately recorded.
  • Support internal and external audits, ensuring timely and complete responses to audit queries, and implement audit recommendations.
  • Contribute to strengthening financial governance, internal control systems, and compliance mechanisms across all projects.
  • Ensure proper management, tracking, and reporting of funds for specific grant activities, maintaining compliance with grant agreements and donor requirements.

Administrative Responsibilities

  • Support administrative operations related to project implementation and office management.
  • Assist in procurement processes, including documentation, quotations, and coordination with vendors and suppliers.
  • Support logistics and administrative arrangements for meetings, trainings, and field activities.
  • Coordinate with program and administrative teams to ensure smooth operational functioning.
  • Support compliance with organizational administrative policies and procedures.
  • Provide technical guidance and mentorship to Inclusion Officers/Facilitators and the Capacity Strengthening & Knowledge Management Officer to enhance their skills in documentation, reporting, MEAL, and inclusive practices.
  • Conduct organizational assessment to select the local partners and other grant-making initiatives. 
  • Provide training and hands-on guidance to selected OPDs on grant management, resource mobilization, and financial compliance, enabling them to effectively plan, implement, and report on project activities.

Qualifications and Experience

  • Minimum bachelor’s degree in accounting, Finance, Business Administration, or a related field, master’s degree is preferred.
  • Minimum four years of relevant experience in finance, compliance, and administration, preferably in development projects or NGOs.
  • Strong knowledge of accounting principles, financial regulations, donor compliance requirements, and internal control systems.
  • Experience in project budgeting, forecasting, financial reporting, and audit coordination.
  • Proficiency in accounting software (e.g., Tally, or similar) and MS Office applications, particularly Excel.
  • Strong organizational, analytical, and communication skills with attention to detail.
  • High level of integrity with a commitment to transparency, accountability, and ethical practices.
  • Ability to monitor and ensure compliance at both central and field/project levels.
  • Experience in preparing and revising budgets, tracking expenditures, and managing project-specific funds.
  • Knowledge of statutory requirements, tax regulations, and NGO governance in Nepal.
  • Strong problem-solving skills and ability to provide recommendations for efficient resource utilization.
  • Ability to work independently as well as collaboratively in a team environment.
  • Experience in capacity-building or providing guidance on financial compliance to staff is an added advantage.
