Position Overview

BYAN is seeking a competent and detail-oriented Project Finance and Compliance Officer to support effective financial management and ensure compliance with donor and organizational policies. The position will be responsible for managing project budgets, maintaining accurate financial records, preparing financial reports, and ensuring proper documentation of project expenditures. The Officer will also facilitate the local sub-granting mechanism, including periodic capacity enhancement support to local partners to strengthen their financial management and compliance practices. In addition, the Officer will ensure adherence to donor requirements, statutory regulations, and internal financial procedures while supporting strong internal control systems that promote transparency, accountability, and the effective use of project resources.

Key Responsibilities

Finance Responsibilities:

  • Oversee the financial management of YATRA projects, ensuring accurate accounting, proper documentation, and timely financial reporting.
  • Review, verify, and process supporting documents, including invoices, receipts, contracts, and payment vouchers, ensuring compliance with organizational policies, donor requirements, and statutory regulations.
  • Ensure strict adherence to donor rules, organizational financial procedures, and relevant laws, promoting transparency and accountability in all financial operations.
  • Manage petty cash, staff reimbursements, and project-specific financial transactions, with proper documentation and approval workflows.
  • Assist in project budgeting, forecasting, financial planning, and revision of budgets as required, ensuring alignment with project goals and compliance requirements.
  • Maintain accurate financial records, ledgers, and documentation to support internal and external audits.
  • Monitor project expenditures closely, including field-level expenses, and provide recommendations for efficient and compliant resource utilization.
  • Conduct regular checks and field visits to ensure proper financial practices are followed at the program level and that field finances are accurately recorded.
  • Support internal and external audits, ensuring timely and complete responses to audit queries, and implement audit recommendations.
  • Contribute to strengthening financial governance, internal control systems, and compliance mechanisms across all projects.
  • Ensure proper management, tracking, and reporting of funds for specific grant activities, maintaining compliance with grant agreements and donor requirements.

Administrative Responsibilities

  • Support administrative operations related to project implementation and office management.
  • Assist in procurement processes, including documentation, quotations, and coordination with vendors and suppliers.
  • Support logistics and administrative arrangements for meetings, trainings, and field activities.
  • Coordinate with program and administrative teams to ensure smooth operational functioning.
  • Support compliance with organizational administrative policies and procedures.
  • Provide technical guidance and mentorship to Inclusion Officers/Facilitators and the Capacity Strengthening & Knowledge Management Officer to enhance their skills in documentation, reporting, MEAL, and inclusive practices.
  • Conduct organizational assessment to select the local partners and other grant-making initiatives. 
  • Provide training and hands-on guidance to selected OPDs on grant management, resource mobilization, and financial compliance, enabling them to effectively plan, implement, and report on project activities.

Qualifications and Experience

  • Minimum bachelor’s degree in accounting, Finance, Business Administration, or a related field, master’s degree is preferred.
  • Minimum four years of relevant experience in finance, compliance, and administration, preferably in development projects or NGOs.
  • Strong knowledge of accounting principles, financial regulations, donor compliance requirements, and internal control systems.
  • Experience in project budgeting, forecasting, financial reporting, and audit coordination.
  • Proficiency in accounting software (e.g., Tally, or similar) and MS Office applications, particularly Excel.
  • Strong organizational, analytical, and communication skills with attention to detail.
  • High level of integrity with a commitment to transparency, accountability, and ethical practices.
  • Ability to monitor and ensure compliance at both central and field/project levels.
  • Experience in preparing and revising budgets, tracking expenditures, and managing project-specific funds.
  • Knowledge of statutory requirements, tax regulations, and NGO governance in Nepal.
  • Strong problem-solving skills and ability to provide recommendations for efficient resource utilization.
  • Ability to work independently as well as collaboratively in a team environment.
  • Experience in capacity-building or providing guidance on financial compliance to staff is an added advantage.

Position Description

Blind Youth Association Nepal (BYAN) is seeking a qualified and experienced candidate for the position of Field Mobilizer based in Birtamod, Jhapa. The Field Mobilizer will work primarily in the field and will report directly to the Project Officer, while carrying out activities under the close supervision of both the Director and the Project Officer along with the Chapter President.

The Field Mobilizer will be responsible for the effective implementation of the project at the field level, coordinating with partners and stakeholders including government agencies, civil society organizations, organizations of persons with disabilities, children and young people with disabilities, and their parents/teachers. The role requires ensuring that project activities are completed on time, within budget, and to the highest quality standards.

Key Responsibilities

• Support the Project Officer in the preparation and implementation of the project activity plan at the field level.

• Assist in organizing and facilitating community-level youth leadership, SRHR and CSE sessions, orientations, workshops, and dialogues.

• Coordinate with OPDs, schools, health facilities, youth groups, and local stakeholders to ensure effective field implementation.

• Identify, engage, and support youth and SRHR champions and peer educators at the community level.

• Conduct community outreach and household visits to promote disability-inclusive practices including meaningful participation, SRHR information and services.

• Support the distribution and promotion of IEC materials in accessible formats.

• Mobilize children, young people, parents, teachers, health workers, and community members to participate in project activities, including community campaigning, SRHR and CSE sessions.

• Prepare and submit regular field-level progress reports, including activity summaries, participation data, photographs, and brief case stories.

• Support basic monitoring and documentation of project outputs and outcomes as guided by the Project Officer.

• Ensure safeguarding, confidentiality, and ethical standards while working with children, young people, and marginalized communities.

• Provide logistical and coordination support for trainings, workshops, and field events.

• Perform other field-related tasks as assigned by the Project Officer and Chapter Office.

Job Specifications

• Bachelor’s degree completed or currently pursuing in Public Health, Social Science, Education, Development Studies, or a related field.

• At least one year of experience in community mobilization, youth engagement, social work, or development projects is preferred.

• Basic understanding of SRHR, CSE, youth issues, and disability inclusion; strong willingness to learn and apply knowledge in the field.

• Experience working with children, young people, and persons with disabilities is highly desirable.

• Ability to prepare simple field-level progress reports and maintain basic project records.

• Strong communication and interpersonal skills, with the ability to engage effectively with diverse community members.

• Willingness and ability to travel frequently within project areas and work in field-based settings.

• Fluency in Nepali and basics in English is required; knowledge of local languages is an asset.

• Knowledge of sign language or accessible communication methods is an added advantage.

• Commitment to inclusion, safeguarding, and rights-based approaches.

The role requires ensuring that project activities are completed on time, within budget, and to the highest quality standards.

About the Project

The project 'Enhancing Youth Leadership for Empowering Young People with Disabilities' aims to strengthen disability-inclusive youth leadership in Nepal by empowering young people with disabilities, building strong grassroots movements, and strengthening advocacy and networking. It will primarily focus on developing youth leadership and amplifying the voices of young disability leaders in Kathmandu, Chitwan, and Jhapa.

Key Responsibilities

  • Develop and implement project activity plans in coordination with the Director and project team.
  • Support in conducting field-level training, community peer-leadership labs, campaigning, advocacy initiatives, and chapter strengthening.
  • Mobilize Field Volunteers to ensure smooth operation of field-level activities.
  • Coordinate and network with OPDs, youth-led groups, CSOs, schools/colleges, and local/provincial governments.
  • Carry out advocacy at local and provincial levels to strengthen inclusive youth leadership and movement building.
  • Document activities, outcomes, and prepare reports.
  • Lead social media campaigning and communication to amplify youth voices.

Required Qualifications and Experience

  • Bachelor’s degree in Social Sciences, Development Studies, Management, or related field.
  • At least 2 years of relevant experience in youth leadership, advocacy, or development work (experience in disability rights will be an advantage).
  • Good knowledge of disability inclusion, youth engagement, and networking.
  • Strong communication, facilitation, and coordination skills.
  • Ability to use Microsoft Word and other office software; skills in social media campaigning are desirable.
  • Willingness to travel frequently to project districts (Kathmandu, Chitwan, Jhapa).
