Project: Strengthening the Capacity of Organizations of Persons with Disabilities for Sexual and Reproductive Health and Rights (SCOPE for SRHR)

Duration: Approximately 3 years (starting immediately)

Project Description

The SCOPE for SRHR Project aims to strengthen disability-inclusive sexual and reproductive health and rights (SRHR) in Butwal by empowering young people with disabilities through access to SRHR knowledge and information, sensitizing parents, teachers, schools, decision-makers, and service providers on the SRHR issues of young people with disabilities, improving SRHR services, and strengthening the disability movement by working with OPDs, CSOs, and other agencies. The project also advocates for improved SRHR policies and their effective implementation at provincial and local levels.

Blind Youth Association Nepal (BYAN) is seeking a qualified and experienced candidate for the position of Program Officer based in Butwal, Rupandehi. The Program Officer will work primarily in the field and will report directly to the Director, while carrying out activities under the close supervision of both the Director and the Chapter President.

The Program Officer will be responsible for the effective implementation of the project at the field level, coordinating with partners and stakeholders including government agencies, civil society organizations, organizations of persons with disabilities, children and young people with disabilities, and their parents/teachers. The role requires ensuring that project activities are completed on time, within budget, and to the highest quality standards.

Key Responsibilities

  • Develop and implement the project activity plan in line with the organization’s mission and project objectives.
  • Prepare and maintain project documentation, including work plans, budgets, reports, and case stories.
  • Coordinate and maintain strong relationships with provincial and local governments, OPDs, CSOs, schools, health service providers, community groups, and donors.
  • Carry out advocacy at local and provincial levels to promote disability-inclusive SRHR and CSE policies and practices.
  • Mobilize SRHR champions to deliver SRHR sessions at the community level.
  • Facilitate SRHR sessions and disability orientations in schools, health facilities, and community platforms.
  • Oversee the design, production, and dissemination of SRHR/CSE-related IEC materials in accessible formats.
  • Collaborate with media agencies to promote positive narratives on disability and SRHR.
  • Ensure proper documentation, data management, and timely reporting to the central office.
  • Conduct field-level activities as assigned by the Chapter and the Central Office under the close supervision of the Director and Chapter President.

Job Specifications

  • Bachelor’s degree in Public Health or a related Social Science field with at least one year of relevant work experience.
  • Strong knowledge of national and international frameworks related to SRHR, CSE, and disability, UNCRPD, SDGs, the Act Relating to Rights of Persons with Disabilities, and the Constitution of Nepal.
  • Solid understanding of SRHR issues faced by young people, particularly those with disabilities.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and social media campaigning.
  • Energetic, proactive, and willing to take initiative, with a strong desire for continuous learning.
  • Excellent communication and collaboration skills, with the ability to work effectively with individuals from diverse backgrounds.
  • Fluency in both English and Nepali is required; knowledge of sign language is an advantage.
  • Prior experience working with children and young people with disabilities and with the LGBTIQ+ community is an added advantage.
